Home Rule Let's Clark County Curb SNTIC Decision On Oakland Raiders Las Vegas NFL Stadium There are many in the media who think the Southern Nevada Tourism and Infrastructure Committee (SNTIC) decision to recommend that the Nevada Legislature approve a hotel tax increase and $750 million subsidy is a done deal before the special session. The public subsidy falls to Clark County Nevada. Before 2014, Dillion's Rule would have left Clark County looked in the hands of the Nevada Legislature. But a bill called Senate Bill 29 and signed into law by Nevada Governor Brian Sandoval in 2015 gives Clark County a limited set of "Home Rule" powers that allow its commissioners to make decisions of "local concern for the effective operation of county government" as the bill text reads. On Tuesday, Clark County Commissioners will review and discuss the SNTIC decision for "possible action". Just what that action is, is not known. But the Clark County Commissioners could vote to limit the size of the subsidy to Las Vegas Sands under the view that the possibility of a bond default threatens the Heath and Safety of Clark County. The meeting is at 9 am Tuesday September 20th and the agenda item was scheduled by Commissioner Chris Giunchigliani, who has been concerned about the deal structure.
