As of now, the Oakland Raiders have not seen the proposal submitted by Floyd Kephart and New City Development LLC. The Raiders are waiting for the City of Oakland and County of Alameda to complete their 20 day evaluation period before they take a crack at the idea. Moreover, the leak so called was done by an Alameda County Supervisor. I know who. Also it was not close to the full proposal. Anyone who says people in "NFL circles" have seen it are just wrong at this point. All that said, my proposal is better and for a host of reasons, some I address in this video. Stay tuned.
